Exactly what I thought when I read that. Unfortunately, when you see so many cases of people trying to hide their wrongdoing, it will happen that innocent people sometimes fall under suspicion (I'm sure in your life as a social worker you saw that now and then).
That doesn't mean to just drop inspections and throw up your hands. If people within the industry would grow some cojones and do some self-policing rather than shrug shoulders and let it happen, it would go a long way toward resolving some of the abuses.
